The Patrick Leahy Bulletproof Vest Partnership (BVP), a federally funded program administered by the Bureau of Justice Assistance (BJA), provides up to 50% reimbursement for NIJ-certified body armor to eligible state, local, and tribal law enforcement agencies with mandatory officer wear policies.
Since 1999, BVP has awarded over $573 million, equipping over 1.5 million officers with vests across more than 13,000 jurisdictions.

No. An agency can apply for any approved body armor and later purchase another approved body armor product with their funds if they desire. It’s important to note that BVP funds may only be used to purchase equipment made in the USA and that meets applicable NIJ standards.
Funds will be available for 2 years from the day of reimbursement funds are awarded.
The program is designed to pay up to 50% of the total cost of each vest in the application. It is suggested that the agency applies for the maximum amount of funding available. The agency can get reimbursed for vests, inserts, accessories required for wear and shipping.

According to their website, the BVP program is open to “any recognized unit of general government (states, counties, federally recognized tribes, cities, and local jurisdictions) recognized by the U.S. Census Bureau that employs Law Enforcement Officers.
The jurisdictions chief executive is required to complete the online registration and to provide general oversight and approval of key transactions between the BVP Program and the participating law enforcement agencies.”
In addition, the program prioritizes agencies that have jurisdictions of 100,000 or less, and funds are only allotted to for new officers or officers with expiring vests.
