At EMS World 2025 in Indianapolis, Angel Armor’s in-house expert David Rice shared decades of experience and hard-earned lessons on ballistic protection for Fire and EMS professionals. With more than 25 years in the industry, Rice brought clarity to a topic that’s often misunderstood—and vitally important for first responders in today’s unpredictable environments.
Inside the Classroom
During his session on October 21, Rice walked attendees through the fundamentals of body armor and the realities of ballistic threats. He reminded the group that “there’s no such thing as bulletproof.” Soft armor is designed to stop handgun rounds, while hard armor adds protection against rifle threats.
He explained how armor materials absorb and disperse energy to prevent penetration, outlined how the National Institute of Justice (NIJ) classifies armor performance, and helped attendees understand how to choose the right protection for their mission.
With more than two decades in the field, Rice emphasized the unpredictable nature of response calls, noting that “it’s never the call you think it will be.” Even seemingly routine incidents can evolve into high-threat situations where ballistic protection becomes critical.
That message set the tone for the day’s events: no matter the scenario, knowledge, training, and the right equipment can make all the difference.
From Education to Action
Later that afternoon, Angel Armor supported a Rescue Task Force (RTF) training alongside the Indianapolis Police Department. The exercise put Rice’s classroom lessons into motion, giving attendees the chance to experience how armor and mobility come together in real-world response.
Participants were divided into command and responder roles as they navigated a simulated active-shooter scenario. Role players acted as injured civilians while RTF members, wearing Angel Armor’s new RISE® Rescue Carrier, had to quickly assess the scene, prioritize victims, and coordinate with law enforcement under pressure.
After each debrief, teams switched roles and ran the scenario again—reinforcing teamwork, communication, and confidence under stress.

The training also marked the official debut of the RISE® Rescue Carrier, purpose-built for Fire, EMS, and Rescue Task Force operations. Engineered to balance ballistic protection with mobility, it features rapid adjustability and a semi-custom design that keeps responders agile and mission-ready.
At EMS World, it wasn’t just displayed—it was tested. Watching it in action during RTF drills reinforced its purpose: to keep responders mobile, protected, and focused when every second matters.
